If we've discerned that one or more of the bearing surfaces is loose you want to check each one of them. With wheels, you want to check the bearing surface for play by grabbing the rim at the outside edge and moving the wheel side to side while keeping the rest of the bike very still. If you detect any clunking or movement in the rim you will want to take the wheel off and actually check the hub adjustment itself. We're going to take this front wheel off, give it a closer check by grabbing the lock nuts on each side of the axle, not grabbing this, this will move and quickly skewer, it's independent of the bearing adjustment that slides around. Don't pay any attention to that, you want to grab the axle nuts and rock them side to side. If you detect some play, or, and spin it, if you detect some play or it's rotating way to stiffly it will need adjustment. To adjust hubs in general, you'll need two tools, sometimes three, but mostly two. One is a cone wrench.
