E Flat Phrygian is actually the same scale as B Ionian. The only difference is you start from the third scale degree of B major, B Ionian, and play up to the third scale degree as well. Now to play E Flat Phrygian, from the bottom string, up two octaves, place your forefinger on the eleventh fret of the bottom string, and your scale should sound like this. Once again, more slowly.
