Dorian flat 2 is the 2nd mode of the melodic minor scale meaning you're starting from the 2nd degree melodic minor and actually ending on the 2nd degree of melodic minor. Which tonicizes the 2nd degree making a new scale, then 2nd degree sounds like the 1st scale degree.
