Often to get a good brake adjustment, some minor wheel truing may need to happen. We can see right now if you look carefully at this wheel it is not running smoothly even though the brakes are adjusted reasonably well, it is not the brake adjustment problem it is the fact that the rim is moving side to side. And there it is rubbing, the rim is actually going off to the left hand side at one point where it is running fairly true everywhere else except in that one spot where it is hanging up on the brake pads. Now, minor wheel truing is fairly easy as long as you have a truing tool, proper size spoke wrench to go with the spokes around your bike. Most common size is this red color wrench. You have spokes radiating off two sides of the hub, drive side is called that because the gears are on it, nondrive side, right now the rim is going that way so we need to pull it this way. So we would have to tighten the spokes on the drive side and loosen the spokes on the nondrive side.
