i have an 8 month old golden and found this video to be very helpful. i was clueless but this helps alot.

Greeting Other Dogs
Hi this is Elise for ExpertVillage.com and in this short video we’re going to be showing you how to teach your dog how to walk down the street and meet another person with another dog politely. First we’re going to start with getting our puppy’s attention on us, we’re working with 2 16-week old puppies, this is Raven and the dog you’ll see in a second is Beowulf. Watch. Good girl, so I click and reward her for focusing on me. And I’m going to walk towards the other person with the other dog, let’s go. Raven wait. Can you sit? Mark and reward, and I ask the dog to stay. Hi. Hello. How are you? Good, thank you. Nice day. Nice to see you. Once you’ve entered the interaction with the person, then you can get your dog’s attention back on you, Raven watch, and walk out of the interaction. Let’s go. Good girl. And again, you can mark and reward your dog’s good behavior. Good puppy.
