First are mega pixels and then a camera company that is reputable. Hopefully, a company that you have owned before and know that you like it. Then handle the camera and make sure the shutter isn't too sensitive. In other words when you hit it and you can't get used to the fact that its sensitive then you might want to go with something else. If you find something that you are comfortable with you are going to use it more.
You can get a good camera for $250 with good mega pixel and a good brand. It will not have a manual feature but you can manipulate the shutter speed or the estop. The price range for a good camera would start from $250 and go all the way up to $4500.
